Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democracy just over a week before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed across the continent for the showing of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have ruled out an alliance with the PVV, meaning the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
